Short answer

CPC (cost per click) is how much an advertiser pays, on average, for each click on an ad. It is also a pricing model: with CPC, the platform only charges when someone clicks, not when the ad is shown. You divide the amount spent by the number of clicks in the period.

Formula

Average CPC = total cost of clicks ÷ number of clicks

Pay-per-click pricing is also called PPC, in Google Ads' own terminology.

Hypothetical example

A language school spent $3,000 on Google search ads and received 1,500 clicks. Average CPC was $3,000 ÷ 1,500 = $2.

If the course page converts 4% of visits into enrollments, the school pays $2 ÷ 0.04 = $50 per enrollment in media. Doubling page conversion to 8% cuts that cost to $25, without changing the CPC.

Max CPC and actual CPC

Google Ads has two CPCs. Max CPC is the bid: the highest amount the advertiser is willing to pay for a click. Actual CPC is what they really pay. According to Google Ads Help, max CPC is the most you will typically be charged, but you will often be charged less, sometimes much less.

That happens because the price comes from an auction. Advertisers do not pay their full bid: they pay what is needed to keep the position they won against competitors.

What makes a click cost more or less

A low CPC is not the goal

CPC measures the cost of a visit, not the cost of a customer. A $1 click that does not convert costs more than a $5 click that turns into a sale. Campaigns optimized only for the lowest CPC tend to bring cheap, uninterested traffic.

The number that matters comes next: CPC divided by conversion rate gives cost per conversion. Improving the page is often the cheapest way to improve the results of a high CPC.

CPC, CPM and CPV

These are three ways to buy media. With CPC you pay per click; with CPM, per thousand impressions; with CPV, per video view. The choice depends on the goal: CPC to drive people to a site, CPM for reach and brand recall, CPV for video.
